ProQuest Professional Education Challenge:
Obama Stimulus & NCLB Reforms
President Obama recently signed the American Recovery and Reinvestment Act into law. The law provides for a significant increase in federal funding and support for education, especially for the disadvantaged at the K-12 level. Here is a summary of the provisions of the law that affect K-12 directly:
- Head Start: $1.05B to allow an additional 66,000 children to participate in this program
- $39B State Fiscal Stabilization Fund for local school districts and public colleges and universities
- Title I: $12.4B to help close the achievement gap
- $13B for special education/IDEA to improve educational outcomes
- NSF research: $50M for competitive grants for STEM education
Listed below are some teacher challenge questions designed to help teachers understand how this increased funding affects them and education reform as a whole.
- How will this additional funding be spent differently to promote education reform?
- What part does the Secretary of Education, Arne Duncan, play in using part of this funding to improve education?
- Which parts of the law are you most delighted with and why?
- Which part of the law are you most disappointed with and why?
- Will an increased role of the federal government in education result in greater overall student achievement and teacher effectiveness--why or why not?
- What part does technology play in the ability to reform and improve education?

Recession: Effects on Compulsive Gambling?
March 1-7 is National Problem Gambling Awareness Week. The current economic recession has affected the gambling and casino industries significantly. Many major casinos in New Jersey, Nevada, and other regions are reporting a huge downturn in casino visitors and gambling that has resulted in layoffs of the casino employees. Plans to build new casinos have been scrapped or postponed, leading to cutbacks in the construction industries that were poised to build these new casinos. Are these trends good for reducing gambling addiction?
Here is a brief summary of statistics about gambling in our nation:
- Since 1975, the proportion of adults who "never gambled" dropped from 1 in 3 to 1 in 7.
- 48 states have some form of legalized gambling (Hawaii and Utah are the exceptions).
- Consumers spend more on legal gaming in the U.S. than most other forms of entertainment combined.
- Forty to sixty percent of cash wagered in casinos is withdrawn from ATMs, either from personal accounts or as cash advances from credit cards.
- Nebraska medical school study found problem gambling as much a risk for domestic violence as alcohol abuse.
- Emergency Room study showed odds ratio of intimate partner violence increased 10.5 times when their partner was a problem gambler.
Assign students to create a report of at least 150 words, citing at least three resources from the pathfinder search. The report should address at least three of the essential questions for critical thinking listed below:
- Who are the people most likely to gamble and why?
- What are three examples of societal problems caused by gambling and why?
- What are three examples of personal problems caused by gambling and why?
- How does the Internet contribute to problem gambling?
- Should states be in the business of sponsoring legal gambling to raise revenue?
- Should certain types of gambling be illegal--which ones and why?
- Why is student gambling more prevalent today than in the past?
